RWANDAN PASSPORT

Information on the Rwanda Passport and how to apply

The Embassy of the Republic of Rwanda to the Russian Federation works with the Directorate General of Immigration and Emigration in capturing biometrics for e-Passport applicants as well as the renewal of expired ones.

The Directorate General of Immigration and Emigration issues three types of passports.

  • Ordinary Passport,
  • Service Passport,
  • Diplomatic Passport.

All passport applications and payments are processed through IREMBOGov portal.

Once the passport application has been approved with a reference number, contact the Embassy, at ambamoscow@minaffet.gov.rw, to schedule a biometrics appointment. The biometrics are taken at the embassy residence at Mosfilmovskaya street, 50/1, Moscow.


 

 

Emergency Travel Document

A one-way emergency travel document issued to Rwandans who urgently need to travel and have limited time to go through the passport application process

The Embassy of the Republic of Rwanda to the Russian Federation issues an ETD upon request. Application requirements are as follows:

  • A request letter addressed to the Ambassador,
  • Proof of Rwandan citizenship (ID or Passport, Birth Certificate with copies of Rwandan identifications of their guardians (applies for minors who have no Rwandan passports),
  • Proof of emergency on which the application is based,
  • One recent passport photo with a white background,
  • Consular Card (can be obtained from RCA Portal).

The Emergency Travel Certificate is only valid for five days from the date of issue. Hence, all applicants are STRONGLY advised to apply for an ETC at least two (2) days prior to travel date.

Marriage Registration

The Embassy is a legally recognized office of registrar for marriages by the Government of Rwanda

The Embassy of the Republic of Rwanda to the Russian Federation invites Rwandan citizens and other nationalities who wish to enter into a civil marriage in accordance with Rwandan family law.

Couples must appear in person at the consular office to submit a Notice of Marriage. A Notice of Marriage is a legal prerequisite for a civil marriage, requiring both parties to personally appear before a Registrar and confirm that they are legally eligible to marry.

The Consular Card (can be obtained from RCA Portal) is a prerequisite for Rwandan applicants.

Couples wishing to get married at the Embassy must meet the following requirements:

  1. Appointment booking
    1. Schedule an appointment to submit a Notice of Marriage by emailing ambamoscow@minaffet.gov.rw.
  2. Eligibility criteria
    1. Both parties must be 21 years or older,
    2. At least one party must be a Rwandan national.
  3. Required documents
    1. Valid identification documents for both applicants,
    2. Rwandan nationals must present a valid Rwandan passport containing either a valid Russian visa or a valid residence permit,
    3. Birth certificates for both applicants,
    4. Certificate of celibacy (single status) for both applicants,
    5. A formal request letter addressed to the Ambassador.
  4. Wedding day requirements
    1. The couple must bring at least two witnesses to attend the ceremony and sign the official documents.
  5. Fee
    1. 1600 RUB order*.

Birth Registration

The official recording of a child's birth by the government, establishing legal identity and granting access to services

To register a newborn, the following documents are required:

  • Mother's identification document,
  • Father's identification document,
  • Child’s Birth Certificate,
  • A copy of the declarant's identification if they are not the parent,
  • Identification documents for Witness 1 and Witness 2,
  • A 1600 RUB fee order*.

 

 

Adoption

The adoption process is conducted in Rwanda through the National Children Council (NCC)

Citizenship

Rwandan nationality can be applied for based on birth on Rwandan territory, marriage, adoption, naturalization, and/or Rwandan ancestry

Rwandan nationality is obtained on the following grounds:

  • Nationality by birth on the Rwandan territory,
  • Nationality of Rwandan origin,
  • Nationality by marriage,
  • Nationality by adoption
  • Nationality by naturalization,
  • Nationality by recovery of Rwandan nationality.

National ID Application
